Tax residency in Georgia
Georgia operates a dedicated regime for high-net-worth individuals. It is comparatively clearly regulated — the real hurdle is not in Georgia but in leaving your previous tax jurisdiction behind.
What the HNWI regime requires
A private individual can obtain tax residency in Georgia when three conditions come together. First, a net worth of at least €1,010,000 — or, as an alternative, an annual income of €67,000 in each of the three preceding years. Second, assets in Georgia worth at least €460,000, where real estate, cash and cryptocurrency all count. Third, a connection to the country in the form of a residence permit.
The requirements run in parallel, not in sequence. Only the work permit and the residence permit build on one another.
How the timing works
Proof of funds over €1.01m depends on how quickly it can be produced. Proof of the €460,000 in an account takes about a week from opening it. Registration as a sole trader and setting up the bank account are completed within five days once all documents are in hand. The residence permit follows thirty days after the small-business status is activated; the asset check and document preparation take four working days.
Here too: the residence permit application has to be filed in person while you are in Georgia. Processing can then continue without you being present.
Where the real difficulty lies
Being taken on by Georgia is one thing. Getting out of your existing tax liability is another — and that is decided not by Georgian law but by the law of your previous country of residence. Germany, Austria and Switzerland each have their own rules on domicile, habitual residence and exit taxation. Underestimate this part and you end up with two tax jurisdictions rather than none.
For people without an established tax residency, or those who have already left their previous tax jurisdiction, there is a tax relocation package. It covers the residence permit and residence card, a registered official address, address documentation, and the preparation and filing of the first tax returns for the first three months.
What applies for tax in Georgia
Rental income is taxed at one per cent. Capital gains on property are tax-free after a two-year holding period; on a sale within the first two years, five per cent applies. These rates apply whether or not you are tax resident in Georgia — they attach to the property, not to the person.
